POSITION OVERVIEW: The Learning Technology Systems (LTS) team manages the state-wide learning management system (LMS), TEALearn, the agency content management system (CMS), the Texas Gateway, and the state Open Education Resource (OER) Repository. This team is charged with ensuring that all local education agencies (LEAs) have access to these valuable resources and that these products are effectively designed and seamlessly work together for the end users— e.g., teachers and administrators managing student performance, parents and students tracking progress.

As the Director of Learning Technology Systems, you will be responsible for the alignment of these technology platforms with key TEA-initiatives, and sustainability of them at scale. You will oversee and direct the team focused on developing and deploying these solutions for educators and school systems. Other responsibilities include developing and establishing goals and objectives consistent with the agency’s strategic plan and the product roadmaps, developing, and managing project budgets, and developing and implementing techniques for evaluating the technology products impact in the field. 

The Director of Learning Technology Systems will report to the Director of District Operations, Technology and Sustainability Supports (DOTSS) Division which sits in the Department of Instructional Strategy.   

Flexible work location within the state of Texas may be considered for qualified candidates.

ESSENTIAL FUNCTIONS:
• Team Management- Recruit, develop, and retain a high-performing service-oriented team dedicated to supporting educators in the use of technology to access instructional materials and aligned training; set team vision and strategy and lead the team in development and implementation of learning technology solutions while regularly improving delivery based on data and user needs.
• Technology Systems Development- Direct cross-functional team to deliver user-centered priority learning technology systems - like the Texas Gateway, TEALearn professional learning platform, the Technology Lending Grant, and the OER Repository – using agile methodologies and modern software development practices while building capacity for product innovation. Continually improve these technology platforms to align with agency curriculum and instruction priorities.
• Financial Management- Develop sustainable business models for technology solutions to ensure long term and wide scale impact. Set and manage budgets related to delivery of technology products.
• Stakeholder Engagement Strategy- Develop vision and scope for user and stakeholder input through a range of channels to encourage take-up and use of the technology products. As well as develop an expert understanding of the users’ needs and champion these in the delivery these technology systems.  
• Operational Continuous Improvement- Proactively identify LTS operational areas with potential for process and system improvements and direct the development and continuous improvement of these solutions for the team.  

Qualifications

 

MINIMUM QUALIFICATIONS: 
Education: Graduation from an accredited four-year college or university.
Experience: At least five (5) years of experience in strategy, product management, or implementation of large programs and a passion for public education and technology enablement.
Substitutions: An advanced degree may substitute for two years of required experience.
 
OTHER QUALIFICATIONS: 
• Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military
• Certified Texas Contract Manager (CTCM) certification must be obtained within first six (6) months of employment
• Ability to innovate within large public agencies by designing and implementing new initiatives that scale across districts and schools 
• Skill in management of projects toward outcomes, recognizing the need to prototype and iterate along the way and expecting the ultimate design to look different than the original idea
• Adherence to accountability best practices to ensure compliance with state and federal regulations while meeting program goals
• Proven track record for exemplary management practices
• Ability to prioritize work, operate effectively with minimal supervision, take appropriate initiative, and exercise independent judgment
• Technical expertise and experience with learning management systems, content management systems and other education technologies 
• Experience in developing and releasing digital products with proficiency in agile product management techniques, such as user story writing, MVP definition and backlog prioritization
• Understanding of a variety of disciplines involved in digital delivery, including engineering, service design, performance analysis and user research developed through working in multidisciplinary teams
• Experience in engaging with users and using qualitative and quantitative data to identify how their needs can be met by products and services
• Prior experience using data analysis software and communication tools including Microsoft Excel, Microsoft PowerPoint, Smartsheet, SharePoint and other tools to effectively synthesize, analyze and communicate vast amounts of data and documents effectively
